Shoulder the responsibility and build a heart to heart Bridge

With decades of mining in Shiguai mining area, the geological environment has formed a subsidence area, which can not be reused. In response to the call of the state, Baotou City has launched the photovoltaic "pacemaker" project to develop clean energy, expand industrial development space, and promote the economic development of Baotou City by using the idle and abandoned land in the mining subsidence area. The photovoltaic industry is expected to generate 800 million kilowatt hours of electricity every year. In order to integrate the load of photovoltaic projects into the main network, the municipal government convened the Bureau, the municipal development and Reform Commission, Shiguai district Party committee and other departments as well as the photovoltaic enterprises in the industrial park to discuss and communicate for many times and jointly study the solutions.

Based on the principle of actively serving the local economic development, promoting the improvement of energy structure and the development of clean energy, the Bureau actively contacted with the relevant government departments and fully supported the smooth implementation of Baotou photovoltaic "pacemaker" project. After repeated research and on-site survey, it decided to build a new 220kV Dongliang substation in Shiguai Industrial Park. In May 2018, the construction of Dongliang substation was officially started. The total investment of the project is 194 million. The substation covers an area of 5354 square meters. Two 240MVA main transformers are newly built, with a total length of 18 km.

To overcome difficulties and never fear to go far

The site of Dongliang substation in Shiguai district is surrounded by mountains on all sides. The geological structure is complex. The soil is yellow irrigated land. The annual temperature is 8-10 degrees lower than that in the urban area. In rainy and snowy weather, it is difficult for pedestrians and vehicles to move. The harsh geographical environment and climate conditions have become the biggest difficulty restricting engineering construction. In order to make the project completed and put into operation as soon as possible, the planning department, production department, safety supervision department, engineering department and other departments and units of the Bureau coordinate and actively communicate with each other to ensure the quality of pre project work. After synthesizing all kinds of factors, it is decided to build indoor substation, which has the advantages of small floor area, high operation reliability, long maintenance cycle, and not affected by external environmental conditions.

Because there is only one 500kV Baobei substation around Dongliang 220kV substation, and 500kV Baobei substation has no 220kV outgoing line interval, and it does not have expansion conditions, it can not meet the demand of Dongliang substation access system. Therefore, the main leaders of the bureau have actively communicated with the municipal government and yaxinlongshun for many times, planning to connect the 220 kV line break of Baolong I and II circuit to Dongliang substation. This scheme can kill three birds with one stone, which can not only make Dongliang substation get stable power supply point, but also make yaxinlongshun directly supply power from Dongliang substation, shorten the power supply radius, improve the reliability, and reduce the electricity cost of enterprises, At the same time, it also meets the local consumption of new energy and achieves mutual benefit and win-win results. During the construction period, in order to ensure the security load of yaxinlongshun, the Bureau temporarily erected two 10kV power lines from the 110kV Shiyuan substation to supply power for it, and started the special power protection mode, and arranged an 800kVA generator car to ensure the emergency power supply for the blast furnace of the enterprise.

If there are no conditions, create conditions. In case of steep hillside, the vehicles open the road urgently, and the sections that cannot be driven in are paved by the construction personnel. With concerted efforts, the transportation channel leads to the top of the mountain, ensuring the timely entry of equipment and materials. Perseverance, stone can be carved, natural moat into a thoroughfare. After careful planning and concerted efforts of all the staff, the "white plus black" and "five plus two" projects were carried out on the construction site. In only one and a half years, Dongliang substation "pulled up the ground" and the iron towers were connected across the mountains, forming a beautiful landscape.

Working together to ensure power transmission

On November 8, the sudden heavy snow swept the Shiguai mountain area, making the mountain road muddy and difficult to walk, and the construction vehicles skidded up the mountain, which made it difficult to start the power transmission“ If the traffic can't get in, then walk! " After climbing the snow mountain and crossing the ditch, the construction personnel once again inspected the line and eliminated the defects, and the substation operation and maintenance personnel inspected the equipment to ensure the smooth start-up ceremony.

At about 15:00 on November 10, with the on-site start-up meeting of 220 kV Dongliang substation, the start-up of Dongliang substation officially began. The leaders of the Bureau guided the inspection on site, and the persons in charge and technical personnel of Engineering Department, production department, safety supervision department, repair and test department, large user management department, metering, dispatching, communication, substation and other departments cooperated with the start-up work on site. After the on-site staff's intensive acceptance of equipment and data handover, checking the protection setting value, operation ticket execution, switching operation, etc., Dongliang substation successfully started power transmission at 21:59.

The successful start-up of Dongliang substation not only meets the grid connection needs of photovoltaic enterprises, but also increases the distribution of 220 kV substations in the north of Baotou City, optimizes the 110 kV power grid structure in Shiguai District, improves the power supply capacity and reliability of the region, and meets the power demand of economic and social development in Shiguai district. It is understood that the photovoltaic leader project in Shiguai district is the largest and fastest construction project in Baotou. The smooth operation of the photovoltaic project will also bring 125 million yuan of poverty alleviation fund to Shiguai.
